Under rules the Secretary of Agriculture sets, the United States may rent out or sublet parts of land it holds under related laws if those parts are not needed or not suitable for the original purpose. While the U.S. still has the land, it can charge a fair rent, and any extra water on that land can be sold or supplied at fair rates.
