The Secretary of Commerce can give grants and make contracts with states, schools, scientific groups, Indian tribes (as defined by law), and firms to support work on native crops that might supply critical materials. The Secretary can hire experts, use federal and state labs, set up and run research and pilot facilities, acquire secret processes, technical data, patents, land (including water rights), plants, facilities, or other rights by purchase, license, lease, or donation, and join related conferences.
