The Secretary must look at the applicant’s net worth, counting all assets and debts, when deciding to make or insure a loan. To decide if the applicant can’t get credit elsewhere, the Secretary needs one written denial from a nearby, legally organized lender that explains why. Loans over $300,000 need two denials. For loans of $100,000 or less, the Secretary may waive this if it would be an undue burden.
