The Secretary can offer voluntary debt-adjustment help between farmers and their creditors. The Secretary can work with State, territorial, and local agencies and committees and can provide credit counseling. If a borrower asks, the Secretary must give a loan summary for each loan made or insured (not guaranteed) under this chapter. The “summary period” is either from December 23, 1985 until the next statement after that date, or from the prior statement’s date to the current one. Each summary must show starting principal, interest rate, payments made and how they were applied, ending principal and interest, total unpaid balance, any delinquencies, a payment schedule with amounts and dates, and how the borrower can get more information.
