The Secretary must review each qualified farmer or rancher applicant’s farm plan and money situation under rules the Secretary makes. The review must say how much the applicant needs to borrow, what interest rate they can handle to pay costs and build equity, the plan’s goals, whether the plan can work and what changes are needed, and whether help under this chapter is needed and how much. The Secretary can hire outside groups, including those eligible under section 2006a(b), to do these reviews. Direct loans must be checked every year and guaranteed loans checked as needed. If a borrower falls behind on payments, the Secretary or contractor must find the cause and what will fix it. The Secretary must issue rules guiding these reviews.
