The Secretary, through the Administrator of the Rural Utilities Service, may give grants to public and nonprofit groups and to borrowers of Rural Utilities Service loans to pay the federal share of buying radio transmitters that expand NOAA’s all-hazards weather radio coverage in rural areas. To apply, a group must provide a signed promise from a tower owner to install the transmitter and a description of how that placement will increase rural coverage. Each grant can pay up to 75 percent of the transmitter’s cost. Congress authorized $1,000,000 to be appropriated for each fiscal year 2014 through 2023 to carry out the program.
