Title 7 › CHAPTER 50 — AGRICULTURAL CREDIT › SUBCHAPTER VI — DELTA REGIONAL AUTHORITY › § 2009aa–7
Require the Authority to use fair procedures that, as much as possible, consider six things when picking and ranking projects for help: how the project fits regional development; local per‑person income, poverty, and unemployment; the applicant’s available money and whether the project is properly financed; how important the project is compared to others competing for the same funds; whether the project will bring lasting improvements in jobs, incomes, or the local economy; and how well the project measures and reports results. Money cannot be used to move a person or business from one area to another, except funds may be used to attract businesses from outside the region when other parts of the law allow it. The Authority can only give funds if it decides that other federal or state aid for the same kind of project in the same area will not be cut because of these funds.
