The Authority must help states make regional plans to solve multistate economic problems. These plans can include building a regional system to move renewable energy to markets outside the area; fixing regional transportation problems and creating a Northern Great Plains Transportation Working Group; supporting interstate work on federally funded research important to the nation; and setting up a regional agriculture and transportation working group. The plans cover six kinds of issues: renewable energy and transmission; transportation planning and economic development; information technology; moving freight and people inside the region; federally funded university research; and conservation land management.
