§2009bb–7 Program Development Criteria

Summary

The Authority must use procedures that, as much as possible, rank and pick projects by looking at six main things: how the project fits regional or multistate growth; the area's per-person income, poverty, unemployment, and people leaving; the applicant’s money and ability to finish the project; how the project compares to others competing for the same funds; whether it will create lasting jobs, higher incomes, or economic growth; and whether the project has clear ways to measure results. Funds may not be used to help a person or business move from one area to another, except when money is allowed to attract businesses from outside the region into the region. The Authority can fund a project only if it finds that other federal or state aid for the same kind of project in the same area will not be reduced because of these funds.
