§2009bb–7 Program Development Criteria

Summary

Require the Authority to use fair procedures that, as much as possible, look at several things when picking and ranking projects for help. They must consider how a project fits regional development; local per‑person income, poverty, unemployment, and outmigration; the applicant’s other money sources so projects are likely to succeed; how important the project is compared with others competing for the same funds; whether the project will bring lasting jobs, higher incomes, or stronger local economies; and whether the project has clear ways to measure results and how grant money is spent. Money from this program cannot be used to move a person or business from one area to another, except when funds are used (as allowed elsewhere in this chapter) to attract businesses from outside the region into the region. The Authority can fund a project only if it finds that other federal or state funding for the same kind of project in the same area will not be cut because of these funds.
