The Secretary must tell each Director of the State Rural Economic and Community Development Office to make a strategic plan for how to give out rural development help in that State and a plan for each federally recognized Indian tribe. Money under this law can only be used for orderly community development that follows the plan. Help can only go to rural areas. When working in a State, the Secretary must give priority to places with the smallest populations and the lowest per person income. The Secretary will review each plan within 60 days after getting it and at least once every 5 years after that. Each plan must coordinate economic, human, and community development; include the local community as a full partner; set goals, methods, and ways to measure success and link to local ecosystems; for States, involve state, local, tribal, and community groups; list federal and nonfederal funding sources; and include any other information the Secretary requires.
