Each rural business investment company must give the Secretary the information the Secretary asks for. That includes the measurement criteria the company promised in its application. If the company invests in, or lends to, a business not located in a rural area, it must report the number and percent of that business’s employees who live in rural areas. The Secretary must create and publish a yearly public report about the program. The report must include detailed facts such as how many licenses were issued, the total Federal support provided, counts and trends for the types of Federal financing used, licenses surrendered or companies liquidated with their Federal support, Federal losses and an estimate of expected losses for the coming year, steps taken to recover Federal funds and ensure rules were followed, how much Federal support each licensee got and what types they used, and for each financing type the sizes, locations, and other features of the companies using it and how much was used for loans or investments in rural areas. The report must not reveal specific investments by a particular company or release any information barred from disclosure by federal law (18 U.S.C. 1905).
