Title 7 › Chapter 51— SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM › § 2032
Within one year after November 28, 1990, the Secretary must review the rules for approving state automated data and information systems used for the supplemental nutrition assistance program (SNAP) and update those rules based on the review. States must use systems already used elsewhere unless they prove a different design would cost less. The Secretary will set standards about how much a system can be changed and still get federal payments under sections 2025(a) or 2025(g). New systems must meet rules for timely updates and must be cost-effective. When a state starts an approved system, it must record the actual costs and benefits. The Secretary will check that systems follow their funding conditions and properly support program delivery. After the review, the Secretary will set approval standards, give states a reasonable time to meet them, and do regular follow-up reviews. By October 1, 1993, the Secretary must report to the House and Senate Agriculture Committees on how well states have developed and run effective SNAP systems that follow the rules.
