State agencies that run SNAP must send the Secretary an annual report, starting within one year after a date the Secretary set during the 180‑day period beginning February 7, 2014. The report must show for the most recent fiscal year that no benefits went to people who were dead or to anyone permanently disqualified. If a State fails to report, the Secretary may cut up to 50 percent of its payments under section 16(a). Within 90 days after a multi‑State pilot on duplicate SNAP participation ends, the Secretary must report to House Committee on Agriculture and Senate Committee on Agriculture, Nutrition, and Forestry on expansion, effectiveness, and cost.
