Stockyard owners and market agencies must provide services when someone reasonably asks. Those services must be fair and not denied for unreasonable or unfair reasons. If a State agency officially weighs livestock at a stockyard, the Secretary can register that agency as a market agency if the agency asks. Once registered, the agency and its members must follow the chapter’s rules. If they don’t, the Secretary can cancel the registration and enforce that cancellation under section 216.
