The Secretary must stop or pause any order under this chapter if the order gets in the way of the chapter’s goals or does not help carry them out. The Secretary can hold a vote at any time, and must hold one if at least 10% of the people who voted in the last vote ask for it. When counting requests, no more than 20% can come from producers in one State or from importers. If a majority of voting producers and importers who were active during a period the Secretary sets — and who together account for more than 50% of the cotton volume among those who voted — approve ending or pausing the order, the Secretary must end or pause it at the end of the marketing year (as the order defines it). Stopping or pausing an order is not treated as issuing a new order under this chapter.
