Changes to orders must follow the same rules that apply to the orders themselves, except as explained below. No change will take effect unless the Secretary decides one of two things. For amendments mentioned in subsection (b) or (c) of section 2107, the change must be approved by cotton producers and importers as that section requires. For any other amendment, more than half of the cotton producers and importers subject to the order who vote in the referendum must approve it. If an amendment is rejected, the original order remains valid.
