Title 7 › Chapter 53— COTTON RESEARCH AND PROMOTION › § 2113
The Secretary must decide if a cotton producer organization can represent a State’s cotton farmers to request a federal order and to take part in making nominations. That decision will be based on other available information and on a factual report the organization sends in. The report must cover seven kinds of information: the parts of the State the group serves; size and makeup of active membership with a county map, cotton volumes, and producer numbers; how members shape policy; proof the group is stable and lasting; where its money comes from; what the group does; and whether it can and will support the program’s goals.
