Title 7 › Chapter 53— COTTON RESEARCH AND PROMOTION › § 2121
The Secretary of Agriculture can study cotton ginning and run experimental ginning plants and labs. They can test and publish results to improve ginning equipment and methods, and work with federal, state, territorial, local agencies or other people.
