Title 7 › Chapter 54— TRANSPORTATION, SALE, AND HANDLING OF CERTAIN ANIMALS › § 2133
The Secretary must grant dealer and exhibitor licenses when a person applies in the required form and pays the fee set under section 2153. A license will only be issued after the applicant shows their facilities meet the standards the Secretary set under section 2143. Very small businesses (de minimis) do not need a license. The Secretary may also license people who normally would not qualify if they meet the above rules and sign a written agreement to follow the chapter and its regulations.
