The Secretary of Agriculture must work with other federal agencies when making rules about animals used for research, exhibition, or moved in commerce and how they are handled. The Secretary must talk with the Department of Health and Human Services before issuing rules. For any rule about air transport or handling of animals, the Secretary must consult the Department of Transportation, which can object within 30 days if it says safety changes are needed. The Surface Transportation Board, DOT, and Federal Maritime Commission must, as allowed by law, help carry out any such standards for the people they regulate.
