Title 7 › CHAPTER 55 — DEPARTMENT OF AGRICULTURE › § 2204c
The Secretary of Agriculture may provide research, demonstrations, technical help, grants, loans, loan guarantees, and other support to help rural places use water better and to deal with drought. The help can fund irrigation, watershed work, water transmission and application, and other water or drought management activities. The Secretary can act alone or work with federal, state, local, tribal, public, private, or university partners and must cooperate with cooperatives, water and sewer authorities, rural electric co-ops, and other agencies. The Secretary must create rules that say who can get help, how to apply, and how partners should work together. "University" here means 1862 land-grant schools, 1890 land-grant schools, the Tuskegee Institute, and other research support organizations. Each year Congress may appropriate the money needed, and the Secretary may accept nonfederal funds. This law does not allow waiving cost-share rules from other programs.
