Title 7 › Chapter 55— DEPARTMENT OF AGRICULTURE › § 2235
Creates a $400,000 working capital fund that does not expire each fiscal year. The fund pays salaries and other costs to run central services: copying/photography/tabulating; a motor-transport service to maintain, repair, and operate vehicles and equipment; a central supply service to buy, store, handle, issue, pack, and ship stationery, supplies, equipment, blank forms, and other materials (stock kept at no more than $200,000 in value at the end of any fiscal year, not counting blank forms); and any other services the Secretary, with approval from the Director of the Office of Management and Budget, decides are better done centrally. The fund is repaid by advances or reimbursements from the bureaus, offices, and agencies that use the services. Rates charged must cover estimated or actual costs for staff, materials, equipment (including maintenance, repairs, and depreciation), and other expenses. Advances cannot be used for longer than the time allowed by the law that provided the money. The Department must use these central services as much as possible so individual bureaus do not keep duplicate services.
