Title 7 › Chapter 55— DEPARTMENT OF AGRICULTURE › § 2272
The Secretary of Agriculture can set up a volunteer program to help run USDA programs. Volunteers may be accepted under rules from the Office of Personnel Management only if they serve without pay and do not replace any USDA employee, including members of the local, county, and State committees created under section 590h(b) of title 16. Volunteers are not Federal employees, except they are covered for injury compensation under chapter 81 of title 5 and for tort claims under sections 2671 through 2680 of title 28.
