Title 7 › Chapter 55— DEPARTMENT OF AGRICULTURE › § 2278
Before creating or changing any research and promotion order or plan that would charge fees on imports after November 28, 1990, the Secretary of Agriculture must talk with the United States Trade Representative to check whether the proposal fits the United States’ international obligations. The Secretary must also make sure any such order, amendment, and how it is carried out for imports is not discriminatory and follows those international obligations as the U.S. Trade Representative interprets them. No one can bring a lawsuit under this rule.
