Title 7 › Chapter 55— DEPARTMENT OF AGRICULTURE › § 2279c
The Secretary of Agriculture may run internship programs with one or more associations of colleges and universities (as defined in section 1001 of title 20) and may pay lodging, subsistence, and transportation for student interns from user fee funds or funds appropriated to any agency of the Department. A "student intern" is a student in good standing at a college or university who is hired to help scientific, professional, administrative, or technical staff. The cooperating association organizes recruitment, travel to Washington and field sites, housing if needed, and non-work activities. Cooperative agreements (made yearly) must say how many students the Department will host and list work assignments. The association gives a pool of candidates and the Secretary makes final selections. The Secretary may reimburse the association for the Department’s share of direct and indirect costs from amounts available each fiscal year, may name a lead agency, and other agencies can join and must reimburse that lead agency. A student intern is not a Federal employee except for purposes of chapter 81 of title 5 and chapter 171 of title 28.
