Requires people who handle farm products to follow fair business practices. Congress says most farm goods come from many small, scattered producers and move in or affect trade between states and other countries. Farmers must be free to form cooperatives allowed by law so they can market and negotiate fairly. Protecting that right helps farmers and the national economy.
