The Secretary can make rules for collecting sworn statements, depositions, and other evidence for cases at the Plant Variety Protection Office. Officers who are allowed to take depositions for U.S. or state courts can take those statements and swear witnesses, and any hearing officer the Secretary appoints has the same power.
