The Secretary must set and collect reasonable fees for services under this chapter using rules the Secretary makes. If someone does not pay, the Secretary will add a late payment penalty and interest will accrue as required by section 3717 of title 31. Fees, penalties, and interest go back to the account that paid the cost and stay available with no yearly limit to cover expenses. The Secretary can invest the money in insured or fully collateralized interest‑bearing accounts or, at the Secretary’s choice, have the Treasury buy U.S. Government debt. The Attorney General can sue in U.S. district courts or other U.S. courts for territories where the person is found, lives, or does business to recover unpaid charges. Money needed to carry out the chapter may be appropriated.
