Owners who live outside the United States must file with the Plant Variety Protection Office the name and U.S. address of a person in the United States who can accept legal papers about their plant variety rights. If that person cannot be found or none was named, the United States District Court for the District of Columbia will arrange service of notice and can act as if the owner were within its jurisdiction.
