Title 7 › CHAPTER 58 — POTATO RESEARCH AND PROMOTION › § 2622
The Secretary can investigate when needed to carry out duties or to see if anyone broke this law or its rules. To do that, the Secretary can make people take oaths, require witnesses to come and give evidence, and demand books, papers, or documents that matter to the inquiry. Those orders can reach people anywhere in the United States. If someone refuses, the Secretary can ask a U.S. court where the inquiry is happening or where the person lives or does business to force attendance, records, or testimony. The court can make the person appear before the Secretary and can punish failure to obey as contempt. Hearings must be held in the federal district where the person lives or has their main business. No one can avoid appearing, testifying, or giving documents in these investigations or related cases by saying the information would incriminate them. But if a person is forced to testify after claiming that right, they cannot later be prosecuted or punished for the things they were forced to disclose, except they can be prosecuted for lying under oath.
