Secretary must stop or pause any plan or part of a plan that blocks or does not support the chapter’s goals. He may hold a referendum anytime and must hold one if the board or 10 percent of potato producers, or producers plus importers when importers are covered, ask for it. If a majority of those voting — who together account for more than 50 percent of the potatoes produced and imported by the voters — favor ending or pausing the plan, the Secretary must end or pause it at the end of the marketing year. Stopping or pausing a plan does not count as creating a new plan.
