Secretary means the Secretary of Agriculture or another Agriculture Department official given the authority to act for the Secretary. Person means an individual, group, business, cooperative, or any other entity. Commercial eggs or eggs means eggs from domesticated chickens sold for people to eat or to be made into egg products. Hen or laying hen means a female chicken 20 weeks old or older raised mainly to lay commercial eggs. Egg producer means the owner of laying hens that make commercial eggs. Case means a shipping package holding 30 dozen eggs. Hatching eggs are for making baby chicks. United States means the 48 contiguous States and the District of Columbia. Promotion, research, and consumer education are actions to improve the image, desirability, marketability, production, or quality of eggs, egg products, spent fowl, or products of spent fowl. Marketing means selling or otherwise distributing those items. Commerce means trade across state lines, with other countries, or within a state. Egg products are items made partly or wholly from eggs. Spent fowl are hens removed from egg production for slaughter, and products of spent fowl are commercial goods made from those birds. Hatchery operator breeds egg-type baby chicks. Started pullet is a hen under 20 weeks old. Started pullet dealer sells started pullets. Handler means a person named by the order or its rules who receives eggs from a producer and processes, prepares for market, or markets those eggs, including eggs they produce themselves.
