People subject to an order may send a written petition to the Secretary saying the order or parts of it are not lawful and asking to change it or be excused. The Secretary must give a hearing under his rules and then decide; the decision stands if it follows the law. A person can ask a U.S. district court where they live or have their business to review the Secretary’s ruling by filing within 20 days. If the court finds the ruling unlawful, it sends the case back with directions for a lawful decision or more proceedings. While the petition is pending, the United States or the Secretary may still seek relief under section 2714(a).
