Makes the Department of Agriculture the main federal agency for food and farm science and says research, outreach (extension), and teaching are separate missions. It requires better planning, priority‑setting, and sharing of research results so farmers, processors, consumers, and others can use them. It also calls for more cooperation among federal agencies, states, experiment stations, colleges, and users. It lets the government and partners start and improve needed programs. It creates three new competitive grant programs: one for high‑priority research, one for research facilities and instruments, and one for education grants and fellowships to strengthen research, extension, and teaching.
