Creates a special federal–state partnership for food and farm research, extension, teaching, and some international agricultural work. States have agreed to support programs under specific laws: research under the Hatch Act (March 2, 1887; 7 U.S.C. 361a et seq.), the McIntire‑Stennis Act (October 10, 1962; 16 U.S.C. 582a et seq.), and two related subchapters; extension under a subchapter and the Smith‑Lever Act (May 8, 1914; 7 U.S.C. 341 et seq.); teaching under the First Morrill Act (July 2, 1862; 7 U.S.C. 301 et seq.), the Second Morrill Act (August 30, 1890; 7 U.S.C. 321 et seq.), and the Bankhead‑Jones Act (June 29, 1935; 7 U.S.C. 329); and international programs under title XII of the Foreign Assistance Act of 1961 (22 U.S.C. 2220a et seq.). The Secretary may create cooperative human nutrition centers at state institutions and qualified colleges to tackle top nutrition problems. The Secretary is encouraged to pick at least one state institution for interdisciplinary policy research and to report regularly on how new technology, economics, social, and environmental changes affect farming. Grants should study systems that help small and medium family farms (for example, diversified farming, conservation tech, direct and cooperative marketing, and cooperatives). The Secretary is also encouraged to name at least one state experiment station and one Agricultural Research Service facility to study lowering farm input costs, conservation, sustainable methods, alternative processing/marketing, and rural resource management with pilot projects. Any committee formed for these cooperative efforts that is made up of full‑time Federal employees plus one or more state or public college officials must announce meetings in advance, be open to the public, and keep minutes and records on request; Chapter 10 of title 5 and title XVIII (7 U.S.C. 2281 et seq.) do not apply to such entities.
