The Secretary must create a National Rural Information Center Clearinghouse inside the National Agricultural Library, working with the National Institute of Food and Agriculture. Clearinghouse — a center that gathers and shares information about programs and services for people, organizations, and governments in rural areas. The Clearinghouse must, when asked, give information to businesses, groups, and federal, state, or local governments about federal, state, local, and nonprofit programs that rural residents or rural organizations might qualify for, such as job training, education, health care, economic development, and emotional or financial counseling. The library should use telecommunications to reach rural areas. Federal, state, local, and nonprofit agencies must provide information when requested. Congress authorized $500,000 for each fiscal year 1991 through 2023.
