State cooperative extension services must use the funds here to run a larger food, nutrition, and consumer education program for low-income people to meet the purpose in section 3175b. They can use the expanded food and nutrition education program and other extension activities, alone or with public or private nonprofit partners. They should 1) reach as many low-income people as possible, 2) use effective and new teaching methods that meet the purpose in section 3175b, and 3) when possible, coordinate the program with delivery of food assistance benefits.
