The Secretary of Agriculture can work with states to help fund and run animal health and disease research at eligible institutions named in sections 3195(a) and 3196. The Secretary must ask the National Academy of Sciences, through its Board on Agriculture, to study how farmers (including small and limited-resource farmers) and ranchers get animal care and veterinary services, including animal drugs. The study must look for ways to improve information for producers about animal care and treatments (including costs and conditions), support food safety, and improve farm animal welfare with a focus on preventing disease. It must also give recommendations on research and extension priorities, food safety programs, and rules for approving, using, and monitoring animal drugs.
