Deans or directors at eligible institutions must prepare and review research proposals for animal health and disease projects that will be paid for with funds allocated to the States under section 3195(c). Proposals must show they meet the purpose in section 3191, follow the rules for use of funds in section 3195(a), and follow the Secretary’s eligibility guidelines. Any proposal the dean or director approves must be sent to the Secretary before money is assigned, with a short summary showing it meets those requirements.
