Federal matching payments to a State for animal health and disease research in any fiscal year cannot be larger than the non‑Federal money that eligible institutions in that State actually make available and budget for that same year. Money for specific national or regional animal health research is not counted toward the $100,000 limit. The Secretary can approve payments above $100,000 if an eligible institution’s responsible official certifies the matching funds. If a certified institution fails to provide the promised funds, the shortfall will be reallocated to other qualifying institutions in that State, or if there are none, to other States.
