The Secretary must give competitive research and education grants to study how antibiotic‑resistant bacteria form and spread, including their movement into groundwater and surface water and how different drug regimens affect resistance. Grants must also study and promote careful antibiotic use in people and animals, covering animal care methods, alternatives to antibiotics, better veterinary tests, and farm factors that influence use. Certain grant rules in section 3157 (paragraphs (4), (7), (8), and (11)(B)) also apply. Funds as needed are authorized for each fiscal year 2008 through 2012.
