Provides grants to the 1890 land‑grant colleges, including Tuskegee University, to buy and improve agricultural and food sciences facilities, equipment, and libraries so they can participate fully in the production of human capital. It authorizes $25,000,000 for each fiscal year 2002 through 2023; the funds remain available until spent. Four percent is reserved for program administration; the rest pays for equipment, land, and planning, construction, alteration, or renovation to strengthen capacity in food and agricultural sciences and may be used for research, extension, resident instruction, or any mix. The Secretary of Agriculture sets grant amounts and rules, and federal funds cannot be used to pay an institution’s overhead.
