Money set aside to help colleges must be paid each year by the U.S. Treasury by October 31, after the Secretary of Agriculture orders the payment. The money goes to the State or Territorial treasurer, or to whoever state law names to get it. That official must, when college trustees ask, quickly give the funds to the colleges or to institutions for colored students. Each college treasurer must send a detailed report to the Secretary of Agriculture by December 1 showing how much they got and how they spent it. The payments only apply if the State or Territory’s legislature agrees to them.
