By October 1 each year, the Secretary of Agriculture must tell the Treasury for every State and Territory whether it should get its share of the yearly appropriation for colleges or for institutions for colored students, and how much. If a certification is withheld, the Secretary must report the reasons to the President and keep the money separate in the Treasury until the close of the next Congress so the State or Territory can appeal; if Congress does not order payment, the funds remain in the Treasury.
