The Secretary may give competitive grants to colleges and universities to help U.S. agriculture stay strong and to grow sales in foreign markets. Grants must support agricultural research, extension, and teaching that add international content to college courses, let U.S. researchers and educators working abroad share results with people at home, help colleges do joint research with other countries and federal agencies, help bring useful foreign farm technology to the United States, and help colleges run leadership and education programs so U.S. natural resource and food businesses can compete globally (for example, finding markets, understanding international rules, growing markets, and improving production efficiency). Funding was authorized as such sums as are necessary for fiscal years 1999 through 2013, and $5,000,000 for each of fiscal years 2014 through 2023.
