The Secretary must create the International Agricultural Education Fellowship Program to give U.S. citizens fellowships to help eligible developing countries build school-based agricultural education and youth extension programs. An eligible country is a developing country chosen by the Secretary using a gross national income per person test. The program’s goals are to train globally minded U.S. agriculturists, help meet food and fiber needs in those countries, and strengthen trade links. Fellows must be U.S. citizens with at least a bachelor’s degree in an agriculture-related field and know how U.S. school-based agricultural and youth extension programs work. The Secretary must work with groups like the National FFA Organization and the National 4‑H Council to find candidates, run the program or hire outside managers, and use funds Congress set at $5,000,000 for each fiscal year 2019 through 2023. The money stays available until spent.
