Title 7 › CHAPTER 64 — AGRICULTURAL RESEARCH, EXTENSION, AND TEACHING › SUBCHAPTER X — FUNDING AND MISCELLANEOUS PROVISIONS › § 3319j
Creates the Borlaug International Agricultural Science and Technology Fellowship Program to fund scientific training in the United States for people from eligible developing countries who work in agricultural education, research, or extension. The program has three parts: graduate agricultural degree study, career-improvement training for agricultural scientists, and a policy leadership course for senior agricultural policymakers (initial focus on sub‑Saharan Africa and the independent states of the former Soviet Union). Eligible countries are those the Secretary decides are developing, using a gross national income per person test the Secretary chooses. The fellowships must help increase food security and economic growth by training new agricultural scientists, boosting research and technology sharing, supporting exchanges and collaborative research, and strengthening extension services. The Secretary will run and check the program, may hire universities to manage parts of it, will use land‑grant and other partners to find candidates, and will encourage alumni to help new projects. Money may be appropriated as needed and stays available until spent.
