The Secretary may give grants to land‑grant colleges, state agricultural experiment stations, other colleges or universities, and federal labs that can do rangeland research. Grants may also go to the Joe Skeen Institute for Rangeland Restoration to support range management, animal care, and related research, teaching, and outreach for western U.S. rangelands. Most grants must be paid half by the Federal government and half by non‑Federal sources (including money from agricultural commodity promotion or research programs). That 50/50 rule does not apply to grants to federal laboratories or to the Joe Skeen Institute.
