The Secretary of Agriculture can use existing research programs to protect the U.S. food supply. The Secretary may fund and run research to help respond quickly to bioterror threats to crops and animals; build long-term partnerships with colleges and other groups for planning, training, outreach, and research on vulnerabilities, detection, response, and prevention; share and get useful information from the intelligence community; work with international groups on plant and animal disease; keep making rapid field test kits and give them to State and local agencies; create an early-warning system linking labs and health agencies; and otherwise strengthen defenses against bioterrorism. Congress set aside $190,000,000 for fiscal year 2002 to do this, and whatever money is needed in later years.
