Processed wheat means the wheat part of an ingredient (for example, flour or cake mix) made from U.S.-grown wheat that has been changed in form. End product means a food containing processed wheat that is made for people to eat. Wheat producer means someone who grows wheat in the United States for market. Processor means someone who commercially makes processed wheat in the United States. End product manufacturer means a commercial maker of those foods in the United States, but not places that make food only where it will be eaten (like hotels, restaurants, or institutions) or people making food just for personal or household use. Research means work to improve nutrition, marketability, production, or other qualities of wheat and its products. Nutrition education means sharing research-based information with the public about wheat’s economic value or nutritional benefits. Council means the Wheat Industry Council. Department and Secretary refer to the U.S. Department of Agriculture and the Secretary of Agriculture. Person means any individual or organization. United States means the states and the District of Columbia, plus any U.S. territory or possession.
